Even Casa Loma’s former lobbyist says it may be time to turn the city-owned landmark over to a new operator.

Paul Sutherland, a former councilor, was hired by the castle’s long-time manager, the Kiwanis Club of Casa Loma, to achieve a new deal with the city, which wants interior renovations, new programming and new visitor amenities added.

“You can only give people so much time and if it doesn’t feel like it’s going in the right direction, then perhaps there should be substantial change there,” Sutherland said.

A new management agreement negotiated between the city and Kiwanis took effect two years ago. But Mayor David Miller has complained that progress is slow.

Even Casa Loma’s former lobbyist says it may be time to turn the city-owned landmark over to a new operator.

Paul Sutherland, a former city councillor, was hired by the castle’s long-time manager, the Kiwanis Club of Casa Loma, to help achieve a new deal with the city, which wants to see interior renovations, new programming and new visitor amenities added.

“You can only give people so much time and if it doesn’t feel like it’s going in the right direction, then perhaps there should be substantial change there,” Sutherland said Tuesday.

A new management agreement was negotiated between the city and Kiwanis and took effect two years ago. But Mayor David Miller has complained of slow progress.
Kiwanis has managed the facility for 70 years, but tensions have arisen in recent years with the city, which spent $16 million on exterior renovations between 2003 and 2009.

Mayor David Miller wants the city to take charge of Casa Loma and is calling for the removal of the castle’s chairman over allegations of conflict of interest.

In a report made public Monday, the city alleges that invoices totaling $118,000 were paid by Casa Loma for legal work done by its chair, lawyer Richard Wozenilek.

A subcommittee of the Casa Loma board was set up to review whether to pay the invoices. The board decided to pay, and hire another law firm that had previously acted for Casa Loma, the report said.

Masons are busy outside, but little has been done on ambitious pledge to remodel Casa Loma’s interior

After lavish promises to renew one of Toronto’s top tourist landmarks, the Kiwanis Club of Casa Loma has accomplished next to nothing in the last 20 months.

Missed deadlines figure in almost every aspect of a much-ballyhooed deal with the city to turn Henry Pellatt’s neo-Gothic castle into a modern museum and event centre.

Detailed proposals due last June to rework the castle and its outbuildings into fresh galleries, community venues, a theatre and possibly a five-star restaurant have been rejected as inadequate, city officials say.
A prescription for “the complete reinvigoration” of the third-floor galleries is more than a month overdue, with the board of trustees requesting a one-year extension.

While masons hired by the city continue to shore up the crumbling exterior, completion of almost every Kiwanis commitment scheduled this year remains in doubt,

Here are the clues: broken glass in a medieval turret, a handful of vintage weapons missing, a grandfather clock on the roof and a trail of blood leading north into the teeming city. Agatha Christie couldn’t have given the local constabulary juicier evidence than what one or more idiots left behind at this weekend’s bungled break-in at Casa Loma.

But the real-world detective gravitates to Schedule “G” of the draft version of the city’s latest management agreement with Kiwanis Club of Casa Loma, the one labelled “Inventory,” to discover whom this strange swag belonged to in the first place. Finding the dossier strangely empty, he undertakes a troubling journey into the heart of a one-sided deal that appears to arrange for profits from the tourist trap at the public’s expense.

The Kiwanis Club should get a chance to negotiate a new, 20-year licensing agreement to operate Casa Loma, Toronto City Council has decided.

But the battle for control may not be over. Richard Wozenilek, chair of the castle’s board, says the Kiwanians will insist on having voting control, something Councillor Joe Mihevc (Ward 21, St. Paul’s) vowed to fight as “totally, totally inappropriate” for a city-owned building.

An advisory committee had recommended setting up a new Casa Loma Trust to run the deteriorating facility, but after Kiwanis mounted a strong lobbying campaign,councillors backed away.

Mihevc said a poor governing structure is at the heart of the castle’s troubles – the city owns and maintains the exterior while Kiwanis maintains the interior and runs programs.

Council committee endorses renewing 20-year contract

Council’s executive committee yesterday narrowly endorsed a plan to leave the Kiwanis Club in charge of Casa Loma for another 20 years — despite an advisory panel’s recommendation that the historic castle’s operations be overseen by a public trust and be put out for competitive tender.

“Casa Loma has deteriorated into largely a third-class banquet hall,” Councillor Howard Moscoe complained. “The Kiwanis proposal might make it a first-class banquet hall, but it lacks the excitement that needs to be injected into what has become a very sad situation.”

The Kiwanis Club of Casa Loma has operated the interior of the Edwardian castle near Spadina Road and Dupont Street since 1937; the city, which owns the building, is responsible for its exterior.

Warning: Never come between a Kiwanian and his castle. Even if you tippy-toe, as the city is attempting to do with its “implementation of a new vision and governance structure for Casa Loma,” you are going to get whacked.

The report from an advisory committee recommending a gentle end to the service club’s 69 years of operating the great pile on the hill is “ludicrous,” “ill-prepared” and “ill-conceived,” according to lawyer Richard Wozenilek, head of the Kiwanis Club of Casa Loma. The club “vehemently rejects” the report’s “egregious distortions,” a press release states. The only exceptions are the parts it obtained from the club’s own report on its own vision for the city’s No. 3 tourist trap, according to Mr. Wozenilek. “We really got upset with this,” he added.
